Are the questions in Korean?

Yes, in Korean, using the story's own vocabulary and the same polite style as the stories.

Is this useful if I am studying for TOPIK?

It is not TOPIK preparation and does not follow its format. It is A1 to A2 reading comprehension, which is the level underneath TOPIK I, and the habit of following a whole text is what those papers assume.
